Can it reopen or requeue work in Devin?

No. It reads sessions, and on a session waiting for input, where your rules permit it, sends one message naming the missing credential or access grant. Starting, terminating and archiving all sit outside what it can do, so a bad verdict costs you a misleading line in Slack and nothing in your Devin account.
