Is it safe to let this loose in a public server?

Its only ability is sending a message in the channels you allow, so it cannot moderate, ban or act on anyone, and it runs only on the slash command. The exposure is what it says rather than what it does, which is why the guidelines and FAQ notes are the real configuration. Stage the scam report and the release date question before you announce it to members.
