Before you fork

A row arrives with a title and nothing else. What does it do with that?

It sets no properties and says so in the comment, naming what the requester still owes. That is the correct outcome rather than a failure, since a status derived from an empty row is worse than a blank one. Dates As Free Text is the staged version of it and shows how much a thin row actually gets back.
