How does a new Notion entry turn into a Twitter action?

The On Database Item operation lets the agent react when a row is added or changed in a Notion database, and it can then call Add Member to List or Add Stream Filter Rules on Twitter. Both apps run through the credentials you connect, which resolve server side.

Will the agent keep a record of what it did on Twitter?

It can, by writing back to Notion with Create Page Comment or Append Children to Block. That way each list change, bookmark, or block is logged on the Notion page you point it at.
