A 452 over quota adds to a streak and nothing more. Acting on the first temporary failure is how a paying customer quietly leaves your list, and that instruction has to hold on every run.

How bad can a wrong suppression get?

You lift it in Klaviyo in a couple of clicks, with the profile's orders, opens and properties untouched. Deleting profiles, unsubscribing anyone and editing consent are not operations the workflow holds, so the ceiling on a mistake is genuinely low. The reason to care about instruction quality is not damage, it is the quiet loss of a good address nobody notices.
