Will Hermes send email without me checking it?

No. The Gmail operations here create drafts and forward messages, so Create Email Draft leaves the message in your drafts to review, and there is no auto-send operation in this set. You open and send it yourself.

The Gmail list includes permanent deletes, is that safe?

Permanently Delete Message and Permanently Delete Thread only reach the agent if you allowlist them. Keep them off for drafting and labeling work and the agent cannot touch them. Everything runs through the Gmail credential you connect, resolved server-side.

Does it need full access to my ClickUp?

It uses the ClickUp credential you connect, scoped to what that token allows. The operations exposed here are things like Add Task Link, Add Guest to List, and Add Tag to Task, so you can keep it to project setup.
