Reproduced on staging 3.14.2 and twice in production this morning. Add 41 items to a cart, press Pay, and the call to /orders/confirm returns 500 and the cart is emptied. Forty items is fine. Both production hits were wholesale accounts, one of them Kettleby Foods. The trace points at the tax line splitter.

Will it guess an owner when it is not sure?

No. The instructions say to leave the issue unassigned and state that in the comment when the area is unclear or your map names nobody. That is the failure mode you want, since an unassigned issue gets noticed and a wrongly assigned one gets ignored.
