One card costs a few reads and three small writes: a label, a checklist, one comment. Cards get dragged around all day and most of those events end immediately because the card is not in the intake list, so what you pay for is roughly the number of new requests. Claude Code earns its share of that on the part that needs care, which is deciding a card genuinely matches a request type before filing it as one.

Why Claude Code for this agent
Adds the missing items only
Where a card already carries a checklist under that name it fills the gaps instead of stacking a second copy. Noticing that means reading the card as it now stands rather than the notification about it.
Parks rather than guesses
A card matching no request type is left in place with a single question. A careful harness is more willing to stop, and a wrongly filed card gets picked up by the wrong person days later.

Yes, and the gaps become obvious quickly. Cards matching one of your three get labelled and given their checklist, and everything else is parked with a question naming what would place it. Reading a week of parked cards is the fastest way to discover the fourth and fifth types nobody ever wrote down.
